Make sure file-sharing is enabled. What I noticed was that the "TCP/IP NetBIOS Helper" service was not started. Make sure it isn't disabled, if it is set it on automatic and then hit "start" and then you should see that computer on the network. And by rebooting with firewalls turned off should take care of "waiting 5 mins" problem.
